Nine questions to compare MEP quotations fairly

Send the same drawing revision, equipment list and written scope to each bidder. Then ask these questions against the actual quotation.

  1. What was inspected? Request the site observations and assumptions behind the price. Identify existing systems to retain, modify or replace.
  2. Which quantities and specifications are included? Check point counts, equipment capacities, material specifications and stated brands or approved equivalents.
  3. What is excluded? Look for omitted demolition, ceiling access, builders' work, reinstatement, lifting, waste removal and specialist systems.
  4. Who supplies and connects equipment? Separate supply, installation, connection and setup for client-supplied AC units, lights, appliances and IT equipment.
  5. Who coordinates drawings and interfaces? Name the responsible person for routes, ceiling coordination, equipment connections and design queries.

Example: the missing connections in an office fit-out

Illustrative scenario: a tenant plans new meeting rooms, a pantry, more desks and a server cabinet. Both bidders quote for lights, sockets, AC alterations and pantry plumbing. The totals appear to describe the same job.

On closer review, one quotation includes data outlets but excludes the network rack and equipment setup. It relocates AC diffusers but does not identify who checks airflow to the enclosed meeting rooms. Its pantry scope includes fixtures but leaves the drainage connection to another contractor.

The useful comparison is therefore the finished outcome: connected and identified desk points, working controls, documented airflow checks, tested pantry connections and a clear IT handover. Ask both bidders to clarify these interfaces before comparing their revised totals.

A practical scope line

For each system, record: what is supplied, what is installed, where it connects, who checks it and what proves completion. This exposes gaps that a single “complete MEP works” line can hide.

The same method applies to a supermarket with refrigeration loads, a restaurant with kitchen equipment or a villa with relocated AC and water points. Each use introduces different connections and coordination needs.

If your scope needs a DEWA-related submission, check the proposed submitting company in DEWA's official Consultant and Contractor Listing. Match the company name and trade licence number, then check the relevant category.

DEWA's directory lists enrolled firms. It does not guarantee their workmanship or the outcome of your project. Ask who will submit the work and which party holds that role if the package uses a partner or specialist.

DEWA publishes enrolment requirements by category. Check the current official pages when appointing a firm. A registration claim should be verified against the work being proposed.

A useful price needs more than floor area. It depends on the existing installation, equipment demand, point quantities, material specifications, route lengths, access, working hours, specialist packages and the required completion records.
